What it measures
When the Fed buys bonds (quantitative easing) the balance sheet grows and adds liquidity; when it lets bonds run off (quantitative tightening) liquidity is withdrawn.
How to read it
A growing balance sheet has historically supported risk assets. A steady decline means liquidity is being drained from the financial system.
